In the capital, January 26, 2021, Chairperson of the Council of the Republic of the National Assembly Natalia Kochanova, Chairman of Minsk City Executive Committee Vladimir Kukharev and Minister for Emergency Situations Vladimir Vashchenko opened the Educational Center of Safety of the Ministry of Emergency Situations.

The Center is a three-storey building with a basement with a total area of 10,879 m2. It is part of the structure of the Civil Defense University of the Ministry of Emergency Situations. It houses more than 30 interactive training sites on transport safety, emergency situation safety, civil defense, fire and environmental safety, as well as criminal safety, healthy lifestyle and meteorological hazards, nuclear and radiation safety, and industrial safety.

Training in the center is based on the principles of entertaining game. It is based on the methods of immersing students in an environment that simulates an emergency situation to the maximum extent possible, and deep learning of the material by increasing the emotional perception of the simulated situation. The center uses interactive simulators and simulations based on modern information communication technologies (virtual reality, augmented reality, Internet of Things, computer vision, etc.).

The purpose of the established center is to train the population in methods of protection and actions in emergency situations.

It is worth noting that the Ministry of Internal Affairs, Ministry of Defense, Ministry of Health, Ministry of Education, Ministry of Housing and Communal Services, Ministry of Energy, Ministry of Forestry, Belarusian State Concern for Oil and Chemistry participated in the creation of the center’s expositions. In the future, it is planned to prepare a site on the harm of drugs (together with the Ministry of Internal Affairs) and to fill the site «Nuclear and Radiation Safety» (together with the Ministry of Energy).

When building and equipping the expositions of the center, the experience of creation and functioning of both territorial security centers of the Ministry of Emergency Situations of the Republic of Belarus and foreign experience was taken into account. The general contractor was OJSC Stroytrest No. 35, and the general designer was RUE Belpromstroyproekt.

For reference: The first educational center of safety in the country was established in 2015 on the basis of the Lyceum at the University of Civil Protection of the Ministry of Emergency Situations of Belarus. Currently, 11 territorial centers have been established in the country. Between 2015 and 2023, more than 700,000 people were trained in the centers, of which more than 600,000 were children. Similar centers operate in China and Korea. There are no similar security centers in the CIS countries. The results of the work of the centers can be assessed today. In the republic as a whole, the number of people killed has decreased by 1.2 times in 5 years, including children — by 6 times.
